Do you know of a good network scanner that will scan servers and report what services are running as user accounts? Free one if possible.

Depends on what you want to find..if you just want to scan the subnet Superscan is good. Or if you want to locate security holes, etc on your Windows systems the MBSA as Porkchopexpress said is good. GFI Languard scanner is good, but not free. If you can offer some more info on what you are looking to do, I'm sure there will be tons of replies.

I want to be able to see all of the services that run on each machine and what user the service is running as.

I think you're probably looking at a scanner such as GFI Languard. There are tons out there, and I've had good success with this one.
