What is the best way to measure/record network response and download times?
 
PING -t 123.123.123.123 will stream pings at a host forever, that may be what you want. Nothing will measure download time but downloads, which will use up all the ability to do useful downloads.

I tried to remain child-like, all I acheived was childish.

To add to gdvissch's comment..if you run pathping and you have more then a few dropped fragments, adjust your MTU setting with TCP optimizer.

To measure response time, you can use Operating-system timing commands, Operating-system performance monitors, or Timing functions within your applications. What is your goal? Are you trying to decide whether you need to upgrade your network? Putting your whole network on 10/100/1000 BaseT may help. I am not sure of your network topology.
