Network renumbering?

Hello!

In Comer Internetworkin with TCP/IP is the sentence: "To facilitate network renumbering, IPv6 allows routers to limit the time a computer can retain a prefix." Does mean this that when the time wil expire the address will be changed? What mean renumbering, why is needed? This make me confuse. Please for help!
