Network probs after moving accounts to new server

Hi all,

First off I'm not 100% if this is what's causing my network problems but I'd appreciate any input.

I moved accounts from my old 2003 exchange server to my new exchange 03 server using the move mailbox wizard. All accounts moved over just fine and all outlook clients can access the server.
My two offices are linked by a VPN link between two Firebox firewalls. Office A has the exchange server, Office B doesn't. Roundabout the time of moving to the new email server, Office B keeps losing its connectivity to the internet (and therefore the VPN link goes down). Each time this happens I have to get staff in Office B to reset the firebox. Once reset the link can stay online as long as 6 hours or 20 minutes.
All weekend the offices have been empty and the link hasn't gone down. However as soon as a member of staff logged in earlier the same problems started again.
Is there another step that I've missed after moving the mailboxes that could cause this?
 
I think the problem is that users in office B cannot synchronise the offline address book as I never moved that across to the new email server.

I'm now following this article to move all public and system folders to the new server.

However I cannot get the public folders to synchronise, the old server shows in exchange manager as 'in sync' but the new server shows as 'local modified'.

Anyone know what could be preventing the public folders from synching between servers?
