network problem! weird!

I have a problem on a pc here, when i open the network connections folder it is empty even though i have installed a dialup connection and a lan connection. when i refresh it tells me: "The Network Connections Folder was unable to retrieve the list of Network adapters on your machine. Please make sure that the network connections service is enabled and running." the first time it booted everything was fine, i set up the internet and network and it worked. it worked when i left. when i came back the other day, it didn't work. the pc had been restarted. i troubled a lot and then reinstalled it xp and got it to work. but after a restart it was back to the same!? what is this, it's an old compaq pc 600mhz p3 i think. maybe the bios, but i can't seem to find any bios upgrades for this pc! heeeeeelp.
 
Have you updated Windows XP? Have you check for updated NIC and modem drivers?
