Which spot that I should start first?

We found the problem with the socket program that communicate with mainframe's system.

I know the commands like entstat, netstat, no -a.. but what is the indications of bad performance?
 
Try , few basic tests before delving into the problem in serious detail
What is your settings of the network card ( i.e. speed ) ?
Is this connected to a switch or a hub ?
If a switch , is the port on the switch setup to the same speed?
Try copying a large file to the remote machine , using topas / monitor check the amount of data being transferred KB/S /KBPS ?
If you have a 10MEG network card and only getting 100k transfer rate , then there is a problem , it could be card settings , cable , hub/switch .
