Where is network neighborhood in WIN XP?
 
By default Microsoft has hidden this. Click right on a empty space on youre desktop, then choose properties, click on the Desktop -tab and click on the button Customize Desktop.
There you can select which icon you want to have displayed on youre desktop.

BTW, in XP it's called 'My Network Places' and should also be in your Start menu.
