Network interface "sleeps"

A problem: server (RedHat7.3), after a short time of inactivity, falls asleep, I am unable to ping interfaces. After initiating the network activity FROM within the box, interfaces come alive. If some process is runnig on the interface (like snort), this particular interface is kept open.

I disabled APM in the PC's BIOS, and removed apmd from chkconfig (verified - it's not running), applied all the recommended updates - the problem is still there, applied all the recommended updates

Any other instances of the power management in Linux I should pay attention to? BTW, what is [kapmd]?

Thanks a lot for any help!

HINT: the same box is running (on occasions) an W2K and BSD servers - never happened with those OS's (even with BIOS enabled power management)
