Network Intercept on unassigned DID's

Does anyone have a direction to troubleshoot why MCI is giving callers an intercept message that a DID is "not in service" when it is unassigned in the Option 11 switch. Calls come in on a dedicated PRI. I would be expecting reorder tone. Any ideas? I have opened a trouble with MCI to to see if there is any D channel signal coming out of the switch telling MCI the DID is invaid.
 
Is it possible that the DID has been reserved for the customer, but has not been activated at the CO? Some of my customers will reserve say 100 DIDs and only activate 80 of them to suit their needs. They will then activate more as needed because it costs less to have a number reserved and inactive.

 
works the other way, look at your rdr data, that marks the dest of unassigned calls, i use a miran with a message that you have reached a non working number at xxxx.. carriers have put that on the switch, by fed mandate you have to supply answer supervision to all calls in your asigned dn range..

See if the MCI guys can look at the D channel signialing and see what "cause code" is shown on the "call reject" sent by the Meridian.

If MCI can't/won't put a protocol trace on it for you see if the Meridian has the ability to do so, or beg/borrow/steal a protocol analyzer to capture it.

Post that cause code here and I can let you know if it seems right, or if the Meridian is mishandling it.

Up north here you can check your phone bill and make sure your paying for the DIDs. They might be programed in your switch but not being sent by the CO.
 
If you don't figure it out from this forum, you might post in the Nortel forum. I know with other systems the programing within the system affects what you get when dialing a unassigned DID.
 
Thanks for the input from all. So far I found if I assign the DID to a phone, calls complete..so the DID is in service. MCI is sending 4 digits. More to come....
