Network Errror During Host Resolution

Using Exchange 5.5 on our PDC, external mail keeps getting held up in the IMC queue with the following error

" Network Error During Host Resolution "

The PDC can see the internet and our external DNS server with no problems. We try starting and stopping the service and re-booting our firewall but the only way to move the mail on is to re-boot the PDC. This causes a lot of problems to us and our users. Has anyone had this before or knows how to fix the problem??
