network control panel locked down

We have app 12 pcs in a 500 pc site that are experiencing a problem .. unable to access network neighborhood properties and regestry. The message received = system admin had disabled the network control panel (sub registry editing has been disabled by your admin for the later). Nothing in common on the 12 pcs other than the following pert info.

Pert info: novell network 4.11, winnt domain (using nds4nt2.0) win95, office97, groupwise, and innoculan for virus protection. Novell client with workstation manager installed and using zenworks to deliver app updates .. including client.

Questions: How did it happen and is there a fix short of reimaging the computers. (Most importantly how it happened)

looks like the admin didn't want people messing with settings...

policy editor (poledit.exe) run from the admins login would probably allow you to remove the lock downs... but i would check with your admin first...
 
If you have acces to the nt server check what files are in the net login folder you will probaly find a file called something.pol, open this with policy editor and change to suit your needs. If you do not have access to the server you should not be doind this
