Network connection is present, but websites time out

I am working with someone that has a network connection, but websites will not load and Outlook is not able to send/receive any messages. I have a valid IP address and I can ping the exchange server and other computers, but I can't get to anything...I also try to bring up NAV and it hangs for about 10-15 minutes before starting. Any ideas would be helpful. Also, when I run netstat it is bringing up several connections that I am unaware of...I have run Spybot and several other spyware programs and it is not finding anything.
 
Have you tried to telnet to port 143 (IMAP) or 110 (POP3) on the exchange server? Can you connect? Can you log in? Try:

telnet <mailserver_ip> 110

to log in to the POP3 service (if it is provided). Substitute 143 for 110 to test the IMAP connection.

Are you trying to reach systems by name or by IP address? If you can connect by IP address, but not by name, you have a DNS issue.

If you can log into the mail server manually through telnet, but not through Outlook, you have an Outlook configuration issue.
