Network Cisco to Legend

I have a Legend 7.0 with Analog CO's for outbound calling (waiting for PRI to come in). This Legend is networked with a cross-over cable to a Cisco 2800 Series Gateway. I have a 100D card programmed as a PRI / 5ESS / ESF/B8ZS and can 4-digit dial between the two systems. We have done this setup on other locations without a problem, but this time we want the Cisco users to dial out across the "point-to-point" and through the analog CO's on the Legend. When a Cisco user dials and outbound call, it comes across the "point-to-point" but sends the call to the operator on the Legend as a Cover ?DID as it doesn't know what to do with it. I have had the Cisco both insert an extra 9 and not insert the extra 9. I have set up the PRI in the Legend two ways with no luck. Anyone have any experience with something like this? Anytime I have tried to dial outbound across a point-to-point it was Legend-ntwk / Legend-PBX.
 
I don't know the setting on the legend off the top of my head, but you need to allow outbound calls from the PT to PT or else it will by default only allow internal ext. to ext. calling which is why it is probably deferring the calls to the reception.
 
If you have not checked the Network Reference document, that would be a good place to start. You may need to check the FRL settings for the ARS.

If I recall when we ran into this problem, it was setting the reliable disconnect in Lines and Trunks to ON.
