Is it possible to activate this function when the interconnection between some of the exchanges are not ISDN-Qsig?
 
Yes but it has to be a tie line of some sort i.e DPNSS ,H323 etc

It is ISDN - T int. (Public external line-ISDN-usr)
 

It must be a private link tie line, not PSTN, that is the rule, uses exchange id's between private network nodes.
