is it possible to change network card tcp/ip settings from visual basic?

Yes. Using API or through the Registry or by using Netsh with command line options called from VB. I am not 100% positive on the API though but am pretty sure.

Check out faq222-4910

You can use the API,but I couldn't find on that didn't require restarting. The above FAQ uses a few commands to change your IP, but takes a few seconds. At the moment, it doesn't check the availability of the new IP address either.
