network call back?

Hi all!
we have 2 md110 bc3 and bc9 networked by digital line E1, en each system the automatic call back is initiated by pressing the suffix 6,
now i want to initiate network call back when A party from system 1 find the B party (called party) is busy.
here parameter configuration of the route in system 1:
ROU SERV SIG
2 2110000001 011101100031

Please why the facility doesn't work, is there any problem in my configuration?

BC3 ?????
Pls provide some more info, these 2 rows don't help much....
E.g. rodap, roddp, nadap....
I am not sure (or don't remember) if BC3 supports this,

Dial from A to B on digital telephone. Remember number on display B. Then dial from B to A exactly the same number.

Next - call back fails
- when init. request (phone A press 6)
or
- when executing (phone B hang up)?
For both direction
