I've done things like this using PERL and modules like Win32::AdminMisc but I'm pretty sure you couldnt do this with PHP. You could get the PHP scripts to launch PERL scripts though although you will find that scanning an entire network can take some time if it's large.
Can you be a bit more specific though? Did you have the idea that someone would goto a php page which would do a scan, or just show the results of a scan?
