Network API error

I hope I'm posting this in the correct forum. I'm actually doing an install on Citrix Metaframe, but I don't think that the problem is Citrix related.

The install is not a standard install. It was done using a .cfg file and passing it to the configuration utility.

OS: NT4
App: Peoplesoft 7

When running people tools I get the following errors:
"PS General Routines"
msg - "GenRemoveSubClass error"

I click ok, and get that about 4 times. Then I get the following error:
"Network API"
msg - "Could not connect to application server..." Then that's followed by the Tuxedo connect string. Which is followed by "Make sure the Tuxedo message catalogs are in u:\program files\peoplesoft\hrms\tuxedo."

Has anyone come across this before? Some thoughts we have is that it may be trying to connect using Netbios. If so, where is the setting to select the communication protocol? Also the developer said that we do not need an ODBC, DNS entry for Peoplesoft. Is that true? Doesn't sound right.

Any help is greatly appreciated!!

Look at the following Registry Entry as per CTX867236
from Citrix Site. This fixed it for us.

REGEDIT4

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Citrix\wfshell\zlc_sup]
"DllName"="Zlc_sup.dll"
