Network and dial up connections

I am using VB and i have established whether or not the user has an internet connection. If they don't i want the window which allows them to set up a network or dialup connection to be shown. How do I do this?

I think on a standard dialup computer if something tries to access the interent it will automatically invoke the dialup window?
