network access too slow

i have setup a lab with two networks each with 10 systems which are connected with cisco 2950 switch and 2 cisco 1700 series rotuers. the routers are connected back-to-back and enable static routing too.

the problem am facing is when i am trying to copy/access a shared folder from a different network, the process is too slow and literally not able to get the files to other system. when i tried to ping with another, its pinging but when pinging with an increased packet size, the packets get dropped and sometimes not pinging at all...
eg. ping -l 6000 <ip> -t.......

anyone can tell me a solution for this or can suggest a different method to achive the same result ???
