NetWare App Launcher failure kills Notes.ini

I am having many instances of users getting prompted to setup the Notes client as if it's the first time they run the client. It seems to be caused by NetWare Applications Launcher failing to process notes.ini. The error message is along the line "Unable to configure workstation, error processing notes.ini..." When that happened, notes.ini is wiped out from the user's network home folder. When I switch the user to running Notes from a shortcut that points directly to the Notes executable, the problem doesn't repeat. Is it really an NAL problem? Or is it a Notes problem?
 
The way we have it running is:

The NAL app runs c:\program files\notes\notes.exe (pre-installed)
Working directory: p:\notes\data (distributed first time user runs Notes)

where P: is the users home area and NOTES\DATA is where the users local files are stored. This way, you configure notes once, and the user can move from computer to computer and continue to use Notes and not be tied to one machine.

NB: there must be no NOTES.INI files stored on the C drive -----------------------------------------------------
