NetWare Administrator from Citrix

I have two Citrix servers, both running Citrix MetaFrame 1.8, FR3, on Microsoft Windows NT 4 TSE, SP6. I can run NetWare Administrator from one of them with no problem, but I cannot run it from a session on the other Citrix server. On the second server, when I double-click on either a shortcut to NetWare Administrator or the executable file itself, I get an hourglass for three or four seconds and nothing after that. On the first Citrix server, NetWare Administrator runs just fine. I can log into the NDS tree and access files on any server in the tree from a session on either of these Citrix servers.

Do you know of anything I need to do to be able to run NetWare Administrator from a Citrix session?
