Netware 6 licensing

Can someone please confirm at what stage during the migration process does licensing get installed? its either during the Begin NDS Migration or the End NDS Migration but I can't discover which.

it's asks in stage 3 - the begin

prompts you to install or to tick that you already have an mla present
