NetStorage/nsadmin can't modify settings

I am trying to change some of the settings (like the Home name and Drive name under Netware Storage Provider) in nsadmin for NetStorage. I can make the changes in the nsadmin tool, but I can't seem to get them to take effect. I've restarted the Apache/Tomcat stuff by:

nvxadmdn
tomcat33 -stop

nvxadmup
tomcat33

The server is NW6 SP3 with the NetStorage Post sp3 patch applied.

Do I actually have to reboot the server for the changes to take effect?
