Netscape to Exchange 2003

We are begining the project development phase of a conversion from IPlanet mail to an Exchange 2003 server (I am not the person setting up the server, but rather the one of the technicians that will be working with the customers). My question is in regards to the email conversion. Currently, our customers are using Netscape 4.x or 7.x for their mail clients. Almost everyone is setup for IMAP, which means less work for us in some aspects. But, there are the few renegades out there who are still using POP3 or have copied mail from the IMAP server to their local machines. What I'm looking for is a cheap (free) tool to use to move the local mail from Netscape into Outlook/Exchange. Can anyone suggest anything to be used? One thing we talked about was copying everything to the IMAP server and then back to local folders in Outlook, but for some users that could result in gigs of mail. Any thoughts would be greatly appreciated as I would be one of the techs trying to implement this.
