netscape and layers

Hi!
I have problem when designing with layers, i have three layers, one that is the heading with logo and stuff below that is a menu to the left and some content in a different layer to the right, In netscape these two layers beneath jump up places themself onto the layer above,
how do i solve that??

I'd start by scrapping the layers completely and using divs to make your site cross-browser compatible.
