Netscape and HP-UX

I'm using HP-UX 10.20 and Netscape 4.76.
When a user launches Netscape for the first time, a legal menu pops-up,asking the user to confirm Netscape terms of service.
After the user clicks "Accept",the following line is generated in "preferences.js" file (which stores user preferences):
user_pref("browser.startup.license_accepted","7598, 4.76");

It is obvious that 4.76 refers to Netscape version,but what does number 7598 mean?This number varies from user to user and I'd like to find out what this number means and whether or not I (as an administrator) can set this number myself.
Anyone has any ideas??
 
Is there a problem with letting your users click accept - it just asks that the once right?
