NetQuestion cannot be detected ...

After installing DB2 V.7.1 on eCS, I get the message:
"DBN008E:NetQuestion cannot be detected on your system".
On the drive I installed DB2, I have 3 directories: DB2, NETQOS2 and SQLLIB.
I checked in the "Installation and Configuration Supplement, Appendix B. Working with NetQuestion", but didn't find any hint.
