Netmeeting video won't send video..

Hello, I have a problem with Netmeeting on Clean install of Windows XP. Never had this problem before with a clean install..All windows updates and service packs installed. when using Netmeeting, I can see my own video fine in the window. but my friend gets no video at all from me, even tho my settings all say I'm autosending at start. Logitech Quick Cam web on Windows XP Pro, fully updated or fresh clean install with no updates....I have tried three different installs wiht no solution. I have an older version on a separate partition that she recieves video from perfectly, so I know it's not an issue with her PC.

Gigabyte Ga81XRP mother board, Radeon 9000Pro AGP video, 512 Mgs ddr PC2700 Ram, Intel P4 1.6 I'm A+ certed for about 5 years but this one's got me lost.....
