Netlogon and workstation service fails

I am receiving error 126 trying to start workstation services and error 1075 on the netlogon service. I have email and internet but can not connect to any netowrk resources. I have run netdiag and the diagnostic tool reports the following: "The procedure entry point DNSPrimaryDomainName_UTF8 could not be located in the dynamic link library DNSAPI.dll. I am not sure what caused this problem but I have suspicion around Microsoft security patches that were applied. I have tried SP1 for XP and that did not help. I am desperate for any solution that does not require a rebuild.
 
1. Download, run, and let reboot this utility:
2. Check that in fact Server and Winlogon are really not running after a reboot. (Start, Run, services.msc)

3. Start, Run, CMD

net stop spooler
net start spooler
exit

4. Check again that the services Winlogon and Server are still not running.

5. Try BlackViper's .reg file. Apply and reboot. Check again if the services are not running:
6. Try an upgrade/repair reinstall of XP.
7. Reinstall XP as a clean install.
