Netdiag.exe can't run

Hi all, trying to troubleshoot a DNS issue with my network and can't run netdiag.exe I can run DCdiag and don't get any errors. When I try to run netdiag.exe in a command prompt, I get "netdiag.exe - entry Point Not found.
The procedure entry point DnsGetPrimaryDomainName - UTF8 could not be located in the dynamic link library DNSAPI.dll" So netdiag.exe can't start. Nothing in the logs files or technet. I'm running Server2003 with Exch2003, IIS, and DNS. TIA.
