netbios name query

Is there a reason why a unit would use netbios name query instead of DNS?

I see a rather high amount of netbios name query traffic, comes from mainly servers but also workstations, always going to the broadcast and looking for either workstations or servers whose IP addresses are resolvable by DNS. I'm trying to figure out why they would be broadcasting netbios name queries instead of directing DNS query to the DNS server...any thoughts?
 
By default the order of name resolution is as follows:
1. NetBIOS Name cache (local cache)
2. WINS
3. Broadcast
4. LMS Host File
5. Host File
6. DNS Query.
