If you can't do that, then build a test server, and throw the simulated load of 10, then 50, then 100 users at it, and see how it scales up under load. Graph the values, and extend the line to the needed number of users.
Hint: If your line has negative slope, you're in trouble.

We use the Application Center Test product that is shipped with the Visual Studio .NET 2003 Enterprise edition for testing our ASP.NET applications (as you can do simulations with a certain number of users running a recorded script). I'm not sure if it can be used for windows applications or if there is something similar but it may be worth a look.
