What is .net 1.14? If I need to create an Internet site in this format .net 1.14, how do I do that?

The release .NET versions to date have been 1.0, 1.1, 2.0, 3.0 and 3.5.

If I have VS2008, and I can create a .net 2.0 project, but can this project be compatible with .net 1.1? Or do I have to have VS2003 for that?
