Yes. You can convert PDFs to either Word or Excel. If talking about PDFs with either lots of text (-> Word) or columns of figures (-> Excel), then it's quite easy.
Also, graphics can be extracted by going to File>Export>Images and you get a couple of differnt formats to save them in if you want to add them to your Word?Excel docs.
For conversion to Word, use the Text Select Tool to highlight the text you want to convert, then copy and paste into a Word document.
For conversion to Excel, use the Column Select Tool to highlight the column you want, then copy and paste into Excel. You just need to paste into the top cell of the Excel column for it to flow into as many cells as you copied. I have found that doing one column at a time works better than multiple columns.
Since the lines are not text, they cannot be copied and pasted into Word.
You cannot convert a PDF into something editable unless you have, for example, Illustrator or Coreldraw, which can open PDFs directly. But you cannot convert a PDF - as is - into Word.
That's the whole point of PDFs - they are the end product of the program that created them and making a PDF retains the layout and fonts the author used.
So you cannot convert that tax form into an editable file. You should be able to fill in any fields that have made available and email it, but I don't think you can do much more.

You could ty buying/borrowing one of the numerous books that have been written on the subject. Usually, there is a Quick Start Guide released soon after the software. At Amazon, there is this for Acrobat 5:
