Neither Netscape or IE can create network socket connection 1

The problem is whenever I open IE explorer I get a cannot find server error, I can ping websites but can not view them. I also have netscape and when I try to access a web page it tells me that it could not create a network socket connection. This problem occured last night, I was surfing the iInternet just fine when I first recieved an Illegal operation performed by Iexplorer then I got a fatal exception error (the blue screen of death). My computer froze and I had to reboot. After the reboot I was unable to access any website. I am using a cable modem connected to two computers through a router the other computer connects to the internet just fine. Actually that's the computer I am writing this plea for help on. All my settings are correct I have tried everthing. Could someone please help me with this problem. I had the same problem a month ago and the only thing that fixed it was to restore my computer to factory condition. I do not want to do that again.
 
Using Win98?

One of the best things about 98, is that it keeps a backup of the registry for the past 5 days, or more with ini file editting. Re-loading the system will not fix registry errors.

Try hitting F8 on startup, choose command prompt only. At the c: prompt, type:
cd\windows\command
then type:
scanreg /restore
and choose a date prior to the problem.

Blow away HKLM\System\CurrentControlSet\Services\Winsock2, then uninstall and reinstall Dial Up Networking.

I did what the replies suggested....removing Winsock 2 rom registry. worked perfectly!!! Thanks so much, saved me an FDISK repair method!!!!!
 
I want to thank Reghakr. The solution proposed worked brilliantly for me. Unfortunately, I stumbled on it after I had uninstalled, reinstalled, re-booted, upgraded and did just about everything else with no success. Then, with a simple manuver that Reghakr suggested, the problem was solved. Thanks alot!!!!
