Need way of filtering all communication into priority action items

Hi all;
I hope I can get a little knowledge sharing from this excellent forum.

In my Project Manager role, I am attempting to
1). Find a free/open source or very low cost solution to keep our client's sporadic communications to us(phone calls, emails) structured and prioritized
2). To help keep the 7-10 disjointed client project personnel who may not be "on the same page" regarding all facets of the project filter their requests to just one or two "point people" on the client end.

These two solutions may be part software, part knowledge transfer--I am having difficulty trying to formulate a good solution.

Please let me know if you have any ideas.

Hi,

To the second point of your request, the best answer is "Process" : just define a process and have it validated by the key accountable client.
Then you can set-up a tool, and the simplest way is to define in your process that only request entered into the tool will be processed.So if your tool is "account controled", just define only the one or two "point people" as users of the tool.

To the first point of your post, the main word is : write and save all communication.
Then, in the same way that above, just clearly define that only registered requests will be processed, just mremindind that "all the rest may be forgotten".
