Need to strip 011 on International Calls

Hello Guys,

So my sales department made things difficult for me and sold a solution converting SIP to PRI instead of selling IP Office licensing for SIP and configuring the SIP line on the phone system. Im using a Patton 4171 gateway that is handling the conversion. I was able configure the device, with the help of the vendor. Local and long distance calls are working fine.
I'm having issues with international calls. I check the logs and I am sending the number with the correct format; eg. +011999999999999.
So our SIP carrier is telling me that I need to strip 011 on the outbound call, but if I dial just dial 999999999999 it thinks it is a local call send only the 7 digit number.

Is there a way I can tell the system to strip 011 on international calls and send the entire number?

In the ARS table, 011N; / Dial 3K1 / N / LineGroup would send whatever you dial after the 011 to the line.
