what models routers are needed? what are modules such as fxo fxs needed?

how is configuration voip in 2800 cisco router?

You'll need to give more info.

How many users at each site?
What PBX's are at each site?
How many calls between each site?
What circuit type are you connecting with?
What Firewalls are you using?
What protocol are you going to use?

If your stuck with any of these answers I'd suggest you get some proffesional help in, as you may throw good money at a bad idea.

the best soluiton for your application should be below:

IP PBX in head office ,and VoIP Gateways or IP phone in branchs; VoIP Gateways and IP phones will be registered with IP PBX, so that all extensions can dial directly, and the features like conference calls, call transfer, unified IVR, Voice mail...
