Need to open text file for read/write

I am saving user info in a text file and i cant figure out how to delete just a single line so that all other lines below it move up 1. I could do this if there was a way to open a file in read/write mode but i cant seem to find a way.

You will have to read the file and then write the file without the "line" that you want to delete.
