Need to know how to use CountIf ? 1

Hi, I am new to SQL Cubes.Can anyone help me with counting the number of days that an account is outstanding in a Calculated memeber. In other words. I have a field that show how many days a record / account is outstanding however, I now need to know how to count how many accounts are outstanding between 0 - 5 Days. My other problem is that I am unsure if I should read a Dimension or a Measure for this days outstanding field because my first dimension is a group of all accounts in a region. thanks
