Need to ftp from unix to windows 2003

I have the need to ftp to a Windows 2003 server from a SCO Unix 5.0.7 server
If I issued this command "ftp windows-tpc/ip-number"
I get this response
ftp: connect: Conection refuse
If I issued this command "sftp windows-tpc/ip-number'
I get this response:
ssh: connect to host windows-tpc/ip-number port 22: Conection refuse

The Windows server and the Unix server are in the same local network

I know I need to make a change in Windows server to allow me in. I am not a Windows server expert so I an not able to find what I need to set up and can not find this info in any of my Windows books.
The Windows server is set as default, nothing fancy. The firewall in Windows is not on
Can you guy help?

you need to setup a FTP server on your windows server.

There are plenty of freeware and commercial FTP servers available, so search on the net and be sure to pick one that has SSL support if you need that security.
