Need to execute a file remotely from server to client, HOWEVER, restricted to using only TCP/IP. Cannot install Client for Microsoft Networks and cannot install any new software on server or client.

Using windows 2000 on both server and client with no internet connection.
Able to telnet, but have no rshd or rexecd daemons.

Is there any legal way to remote access the system and execute a file?
 
I am afraid that I can't help with this one. There are ways to do this, but with your limitations I'm not sure how.

I think legality depends on whether or not you are authorized to perform such an operation.

You can use the AT command to schedule a command to run if you have telnet access.
