need specific help with a button, mouse event

hello,
i am currently working on a map for my companies website.
there will be a map of the united states marked by red dots and city names (which will be the buttons) of where we are located. i would like to be able to click these buttons and have the info for that city appear in a stage area, then upon another click of the mouse for it to disappear. i have been able to do it where the info appears when you click, but it disappears as soon as you release. my boss really wants it to stay visible until you click it again. is this possible in flash? any help would be greatly appreciated. It is very possible to do it, but the only way to answer this question is by knowing how you set up your actions and if you are using two different frames (one with the city info and the other one without it) or by using the _Visibility property or something else.
