need serious help with image layering!! plz!!!!

I am hoping that someone could have a solution (miracle) to what I need to accomplish. I basically need to fill an image with different size images (usually circles). I could do this manually one by one but was wondering if there's any way I can do it using one of the features from any programs or if there's any software that does this. For example, take a look at these images.

I would open a layer with this original image (e.g. letters, butterfly, palm tree).
oo oo oo
L = oo or M = o o o o
oo o o o
ooooo o o
And then create a new layer by replacing the borders or filling with circles and delete the original.

So basically, I have an image and I would like to duplicate the same image but with a different image per say. Thanks in advance for all your help guys!!!!!!!!!
 
Not sure I understand what you're trying to do. Sounds like you're taking text (such as the letter "L") and filling it with an image. Is that correct? You can create a mask in the shape that you want to "fill" and duplicate it onto different layers where each has a different picture or pattern. Then each layer would appear to have the letter (or word, or shape) filled with whatever is on that layer. This would not be editable text, although you can start out with text and use it to create the selection for the mask.
