Need International Keyboard Avail to All Users

I need to add spanish, french, and italian keyboards (thru control panel>keyboards) and have them available to all users. Once these are added, there is an icon down next to the system clock that you would click on to change the keyboard language. When I do this logged on as an administrator, or even as myself, the keyboards are only available to whomever I logged on as. When I install software, I log on as an administrator (of that machine), however, I then have to copy the shortcut created by the program, I have to put it in c:\documentsandsettings\allusers so that all of the students in this high school can see that shortcut. Soo...my question is: how do I get that icon for the keyboards down there to be seen and available to all users?

Thanks for responding so quickly! As far as I know, we use profiles, every student has their own login as well as the teachers, which is why everything is not available to everyone. The high school students' profiles are quite restrictive. If I don't copy a shortcut for a program into the "c:\DocumentsandSettings\All Users\Desktop" folder (logged on as administrator), the shortcut would only available to the administrator who installed it. I guess I was hoping there was a technique to get an icon that only shows up down next to the clock (system tray?)on the taskbar available to all users. I can't click, right-click or drag this icon anywhere, and it is not available anywhere else but down there.

I believe the real solution is aply it to the group oplicy object to be aplied to the users desktop enviroment that is if you are in a pure active directory domain
