Need Info on IPSec clients

I need to implement a IPSec Extranet. I cannot afford the CISCO concentrator or the checkpoint Firewall VPN 1.0

Would like to know if there are any freeware utilities which would give me a secured tunnel to my server which is on a 64 Kbps Link.

Alternatively I am using a CISCO 2620 router at my central server site with IOS IP 10.X Please tell me the procedure of implementing the VPN using the IPsec feature on this router to connectto the remote PCs on dialup modem.
