need help with VHDL impl of cordic algorithm

Hi!!
I'm trying to develop a vhdl implementation of the CORDIC algorithm that is used to calculate the sine and cosine of an angle. I want this to be a synchronous, structural implementation. My problem is that I need help designing a FSM controller. I have the data path figured out. What should the inputs and outputs to the controller be? And how many stages do I need?

Also, I'm using the max+plusII software and have to emulate this design in an altera fpga as well.
