Need Help with this effect

Hi i make cd covers and there is a new style that is used now and i can not figure out how to do it it is like a cartoon slash oil paint effect can anybody help me an also does anybody know how to make different colored lens flares thank you sample of the image

Well if you look at the artist the pic is canged it was a regular photo that was changed to look slightly like a cartoon an also the rest of the images seem to have the same effect so they all blend
