Need help with Power Options

Ok so the short story is that I ended up having to reinstall Windows XP home edition. Everything worked fine except two things. One I finally got fixed. But now I'm having problems with the Power OPtions. I leave my computer on so I generally have the screen saver come on after 5 minutes of no use. Then I like the power management to shut down the monitor after 15 minutes. Then if I go back to work again all I have to do is play with the mouse and there is my monitor. But since reinstalling I can get the screen saver to come on then it goes off and there is my screen again and it never goes off. I have become very good friends with control panel and have changed it in there as well as through the desktop properties. What am I missing? I know someone here will be able to help out as they always do!!!
